On Friday, April 30, 2021, the ACLU of North Carolina, Emancipate North Carolina, and the Lawyers’ Committee for Civil Rights Under the Law sent to Elizabeth City officials notifying them that a newly imposed permitting scheme for protests violates the First Amendment and that the city’s indefinite curfew in response to peaceful protests is unconstitutional. The groups called upon city officials to immediately rescind the permitting scheme and curfew.
